THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.

This synopsis/solicitation 1305M2-22-Q-01182 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2022-07.

The National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Hollings Marine Laboratory, Charleston, SC has a requirement to repair and/or replace approximately thirty six (36) or more failed analog controllers, actuators, and valves, as provided in the attached Statement of Work. These are components of a larger metasystem, which must be serviced by an authorized service provider.

The Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the lowest price technically acceptable (LPTA) offer.

Quote shall include all costs associated with each CLIN unless otherwise indicated on the vendor's quote.

All Technical Requirements are described within the attached Statement of Work.

This RFQ has no set-aside and is considered unrestricted / full and open.

The National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Hollings Marine Laboratory in Charleston, South Carolina has a requirement to repair and/or replace approximately thirty-six failed analog controllers, actuators, and valves.
These components are part of a larger Phoenix energy management metasystem that controls airflow to laboratory fume hoods and ensures safety for personnel and animals.

Period of Performance
Services shall commence upon award (anticipated on or about September 1, 2022) and continue until all repair and replacement work specified in the Statement of Work is completed.

Bidder Requirements
Offeror must demonstrate competency and experience in the operation, maintenance, and repair of Phoenix valves, analog controllers, and actuators within institutional or academic energy management systems.
Personnel performing work must be Phoenix factory trained technicians and provide proof of valid state or local HVAC system licenses or certifications, Phoenix valve repair certifications, and Meta System certifications.
Contractor shall identify key personnel, provide a 24-hour emergency contact, and be prepared to coordinate site access with the facility representative.
This procurement is unrestricted (full and open).
