The Army Contracting Command-Redstone Arsenal AL, 35898 intends to award Fluke Electronics Corporation of 6920 Seaway Blvd Everett, WA, 98203-5829, (Cage Code: 4U744, Element of Resource Code 2571) on a sole source basis, a firm-fixed price contract, under the authority of 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302.1 (a) (2), "Only one responsible source and no other supplies or services will satisfy agency requirements". Fluke Electronics Corporation will provide repair and calibration of Multiple Fluke units.
The U.S. Army Test, Measurement and Diagnostic Equipment Activity (USATA) has a requirement to acquire commercial factory repair and calibration of a quantity of four (4) items of test, measurement and diagnostic equipment manufactured by Fluke Electronics Corporation, as follows:

The NAICS code for this requirement is 334513. Fluke shall repair and calibrate the above items and ship back to customer in not more than 30 days from the date of contact award. Earlier return delivery is desired if at no additional cost to the government.
Under this service agreement the original equipment manufacturer shall replace defective parts, as required, with original equipment manufacturer parts only. The contractor shall apply applicable factory-proprietary software and firmware updates at intervals required by the original equipment manufacturer. The contractor shall strictly comply with turn-around-time to repair.
This notice of intent is not a request for proposals or quotations and a solicitation will not be issued for this requirement. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition will be advantageous to the Government. The Government will not pay for information submitted. A determination by the Government not to compete this procurement action, based on responses to this notice, is solely within the discretion of the Government.
