Description

This is a combined synopsis/solicitation for non-commercial products or non-commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The 407th SCMS/GULBC at Robins AFB, GA has a requirement to procure repair service and tear down test & evaluation applicable to the AN/APY-1/2 Surveillance Radar 5-Volt Power Supply System on the E-3 Airborne Warning and Control System (AWACS) Aircraft. The required services for this effort include all actions necessary to return the end item to a serviceable condition. The period of performance is from the date of award for a 12-month basic period. The total estimated contract value is $225,542.40

The 5-Volt Power Supply provides power for the APY 1/2 Surveillance Radar which has an enhanced maritime surveillance mode. This equipment enables the E-3 to detect large and small surface ships, either moving or stationary.

The government intends to award on a sole source basis to Levison Enterprises, LLC (CAGE: 57U95). In accordance with FAR 6.302-1, due to the data needed to complete contract repair is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the repair for a competitive solicitation. Findings yielded no other capable source to repair the AN/APY 1/2 Surveillance Radar Power Supply. Levison Enterprises is the only vendor with the experience, technical expertise, and data to perform repairs according to technical and schedule requirements.

However, Interested Party or Person(s) may identify their interest and capability to respond to the requirement or submit a proposal(s). This notice of intent is not a request for competitive proposals. All proposals received within the 30 days after issuance of this publication date of this synopsis/solicitation will be considered.

OMBUDSMAN: All potential offeror(s) should contact the buyer/PCO identified above for additional information and/or to communicate concerns, if any, concerning this acquisition. If the contracting officer does not satisfy your concerns, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate serous contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
