Description

REPLACE 13.8KV OVERHEAD CIRCUITS 1E & 2E WITH UNDERGROUND ELECTRICAL INFRASTRUCTURE

The United States Army Contracting Command - Rock Island (ACC-RI) is issuing a Request for Proposal (RFP) for the replacement of 13.8kV Overhead Circuits 1E & 2E with underground electrical infrastructure. This requirement allows for full and open competition.

All work is to be completed in accordance with the Scope of Work (SOW) for project 2019-4350, associated attachments, and terms and conditions included within the RFP. See Defense Federal Acquisition Regulation Supplement (DFARS) clause 252.236-7001.

The RFP contains one firm-fixed price base bid contract line item number (CLIN), one firm fixed price option bid CLIN, and a time and material CLIN for common earth (dirt and rock) excavation.

In accordance with Federal Acquisition Regulation (FAR) 36.204(g), the magnitude of this project is between $5,000,000.00 and $10,000,000.00.

Performance and Payment Bonds are required.

Any interested offeror will be required to have an active Joint Certification Program (JCP) account in order to obtain access to secure documents.

Background

Work Details
The work to be completed includes the design-build to replace existing overhead 13.8kV primary power circuits with new underground electrical infrastructure located at the U.S. Army Garrison, Rock Island Arsenal, Rock Island, Illinois. All work is to be done in accordance with the Scope of Work (SOW) for project 2019-4350, associated attachments, and terms and conditions included within the RFP.

Period of Performance
The Contractor shall begin performance within calendar days and complete it within calendar days after receiving award notice to proceed.

Place of Performance
The construction projects will be performed at the U.S. Army Garrison, Rock Island Arsenal, Rock Island, Illinois.
