Repaint Service Bridge, Crooked Creek Lake, Armstrong County and East Branch Dam, Elk County, Pennsylvania   3

Background
The U.S. Army Corps of Engineers, Pittsburgh District, has issued this firm-fixed-price contract to repaint the Service Bridge at Crooked Creek Lake in Armstrong County and the Service Bridge at East Branch Dam in Elk County, Pennsylvania.
The work includes restoring structural steel coatings and replacing bridge fencing and gates to ensure continued safe operation of hydraulic structures.

Work Details
• White metal blast cleaning of the steel bridge superstructure, including steel parapet roadway walls (excluding guide rails approaching the bridge, handrails, and transition plates).
• Protect active pipe and conduit under the bridge; remove or protect and remove abandoned pipe and conduit prior to blasting and painting.
• Surface preparation and complete repainting of the steel superstructure in accordance with Section 09 97 02 PAINTING: HYDRAULIC STRUCTURES.
• Removal and disposal of existing lead-based paint coatings in full compliance with federal, state, and local regulations.
• Furnish all supplies, materials, equipment, and labor for lead-based paint removal/disposal, surface preparation, and painting of recess frames, drains, and steel structure at both locations.
• Removal and disposal of the diesel storage tank at Crooked Creek Lake.
• Extension of bridge drain piping at Crooked Creek Lake.
• Installation of a new fence and gate of the same size and style post-painting, including removal of signage from the existing fence and gate, and reinstallation on the new gate.

Period of Performance
Contract work to be completed within 365 calendar days after issuance of the written Notice to Proceed.

Place of Performance
Service Bridge at Crooked Creek Lake, Armstrong County, Pennsylvania; and Service Bridge at East Branch Dam, Elk County, Pennsylvania.

Bidder Requirements
• Set-aside: Small Business Set-Aside – Total (SBA).
• Bid guarantee in the form of a bid bond, certified check, cashier’s check, irrevocable letter of credit, or equivalent, in an amount equal to 20% of the bid price or $3,000,000, whichever is less.
• Furnish performance and payment bonds; reimbursement for bond premium provided via a separate bond line item.
• Compliance with all federal, state, and local laws governing lead-based paint removal and disposal.
• Valid state contractor licensing for bridge painting and hazardous materials abatement.
