Description

This is a presolicitation notice for the acquisition of commercial services publicized in accordance with Federal Acquisition Regulation (FAR) 5.203. The U.S. Department of Housing and Urban Development (HUD), Office of the Chief Procurement Officer (OCPO), Federal Housing Administration (FHA)/Housing Support Division Washington D.C., intends to issue a Request for Proposal (RFP), for the Office of Single Family Asset Management (SFAM), Washington D.C., for the procurement of Real Estate Owned (REO) case management support services to be provided via a Federal Risk and Authorization Management Program (FedRAMP) compliant commercially available web-based Software as a Service (SaaS) subscription service. This requirement is being competed on a full and open competitive basis utilizing the policies and procedures of Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items in conjunction with FAR Part 15 - Contracting by Negotiation, as supplemented by HUD Acquisition Regulation (HUDAR) Part 2415. The Government anticipates award of a single hybrid Firm Fixed Price (FFP) contract type with Cost reimbursable (CR) line items. The assigned NAICS Code is 518210 Data Processing, Hosting, and Related Services with a small business size standard of $35 million. The period of performance for this requirement will consist of a 1-year base period [(July 1, 2022 - June 30, 2023) includes a 3-month transition-in period (July 1, 2022 September 30, 2022) and a 9-month full performance period (October 1, 2022 June 30, 2023)] with four 1-year option periods.

SFAM directly requires a web-based SaaS subscription service to fulfil its mission-essential functions of performing property disposition tracking, reporting, and hosting of its public facing retail listing/bid site HUD Home Store for HUD REO single-family properties. The Contractor shall provide SFAM with the use of specific SaaS applications, application data management, data backup and sharing including networks, servers, operating systems, storage, and user applications to process specific workflow automation to assist with the analysis, management, and operational procedures associated with the Single-Family disposition process. The Contractor's web-based SaaS subscription service shall provide SFAM, HUD staff, and its business partners with the capability to send, receive, distribute, analyze, maintain, and manage information relative to HUD specific case management and workflow tracking processes. The Contractor shall ensure that there is no lapse in services during the transition period. The Government is not seeking subscription services from an Offeror whose web-based SaaS applications, for REO case management support services, are still under development. The Offeror's FedRAMP compliant commercial web-based SaaS subscription service shall have applications that are operational (i.e., not under development), functional (i.e., able to provide and support basic business processes listed in section 5 of the Performance Work Statement (PWS)), and generally available by the due date of the proposal.

HUD anticipates issuing solicitation 86615622R00009 on or about February 7, 2022. The closing date for submission of proposals will be contained in the solicitation. Offerors must be registered in the System for Awards Management (sam.gov) prior to award of a government contract. Failure to register in sam.gov will make an offeror ineligible for award. The solicitation will be available on the sam.gov website. Paper copies of the solicitation will not be provided.
