Description

This is a SOURCES SOUGHT announcement; market survey for information purposes only, to be used for preliminary planning purposes. No quotes are being requested or accepted with this synopsis.

The U.S. Army Corps of Engineers (USACE) - Humphreys Engineer Center Support Activity (HECSA) has been tasked to solicit for and award a contract for nine (9) rental utility trucks in support of the 249th Engineer Battalion. See attached the DRAFT PWS.

Delta Company of the 249th Engineer Battalion is conducting training as part of the 249th Engineer Battalion's Training Exercise at Fort Indiantown Gap, PA from 10 April 2025 to 27 April 2025. The rental utility trucks are needed for this training. A draft Performance Work Statement (PWS) describing the services required has been attached. The proposed contract is expected to be a Firm Fixed Price contract. The estimated delivery is on or before 10 April 2025.

Interested vendors with North American Industry Classification System (NAICS) code 532412 Construction, Mining, and Forestry Machinery and Equipment Rental and Leasing.

Contractors are encouraged to submit a capability package. This is open to all business sizes; however, the Government is particularly interested in small business vendors that may be capable of supporting this requirement.

The capability packages for this sources sought market survey are not expected to be quotes, but rather statements regarding the company's existing experience in relation to the areas specified in the attached document. It is asked that interested parties respond to this sources sought synopsis with the following information:

Organization name or names if a teaming arrangement is proposed, location, CAGE Code, point of contact (email address; phone number);

Socioeconomic Status as reflected in beta.SAM.gov;

In order for USACE- HECSA to assess set-aside possibilities under the NAICS code specified above, interested firms shall identify their company as one or more of the following: 1) small business; 2) 8(a) business; 3) HUBZone small business; 4) small disadvantaged business; 5) woman-owned small business; 6) service-disabled, veteran-owned small business; or 7) large business.

Company's capability to perform a contract of this scope and complexity to include, but not limited to:

o Comments on the attached draft PWS.

o Resources / personnel and equipment the company has to be able to perform the required services described in the draft PWS.

o Information regarding the industry standards for the services listed in the PWS.

o Is your company capable of providing the following services as listed in the draft PWS by the required date?

o Identify challenges and risks associated with meeting the requirements listed in the draft PWS and how your organization would minimize those risks.

o Please note that a small business firm may submit a capability statement that includes the expertise of large business partner companies under a teaming arrangement. If a teaming arrangement is contemplated, then the response to this sources sought must clearly discuss the areas of the Draft PWS that the small business firm intends to perform and the specific areas that the large business teaming partner intends to perform.

This market survey is for informational and planning purposes only and does not constitute a Request for Quote (RFQ). It is not to be construed as a commitment by the U.S. Government. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey.

The Government is not obligated to notify respondents of the results of this survey. Interested companies shall respond to this sources sought synopsis no later than 10:00 A.M. Background
The U.S. Army Corps of Engineers (USACE) - Humphreys Engineer Center Support Activity (HECSA) is seeking to award a contract for the rental of nine utility trucks to support the Delta Company of the 249th Engineer Battalion during their training exercise at Fort Indiantown Gap, PA.

This exercise is part of the Battalion's FY24 Validation Exercise scheduled from April 10 to April 27, 2025. The rental trucks are necessary as the organic equipment of Delta Company cannot perform the required overhead distribution tasks for this training.

Work Details
The contractor shall provide nine rental utility trucks, including:
- (QTY: 3) Digger/Derrek style trucks comparable to Altec D4050B or Terex Commander 5000 series with a minimum sheave height of 50 feet.
- (QTY: 6) Bucket trucks that are articulating and/or telescopic aerial lift trucks with material handling capability comparable to Altec AA50, Altec TA50, Terex Hi-Ranger TC52, or Terex Hi-Ranger TL50 or larger with a minimum platform height of 50 feet (55 feet preferred).

The contractor is responsible for the procurement, delivery, and subsequent pickup of these vehicles. Additionally, they must provide technical support throughout the period of performance and ensure compliance with OSHA standards for equipment safety. All contractor labor hours must be reported via a secure data collection site as specified in the draft Performance Work Statement (PWS). The contractor will also need to conduct up-to-date annual inspection dielectric testing for all equipment.

Period of Performance
The contract will be performed from on or before April 10, 2025, when equipment must be delivered to Fort Indiantown Gap, PA, until on or after April 27, 2025, when equipment will be retrieved.
