Rental of Air Compressor and Regenerative Air Dryer

Background
Norfolk Naval Shipyard (NNSY) is seeking to award a Firm Fixed Price (FFP) Single Award Contract for the rental of a Grade D Air Compressor and Regenerative Air Dryer. This procurement is aimed at fulfilling the operational needs of the agency, which focuses on maintaining and supporting naval vessels. The contract will be solicited as a 100% Total Small Business Set-Aside.

Work Details
The contractor will provide one (1) oil-free electric air compressor and one (1) regenerative air dryer. The air compressor must meet the following specifications: it should be oil-free, utilize a rotary screw design, deliver Grade 'D' air per CGA G-7.1, and not be an oil-flooded rotary screw design with an attached oil separator.

The compressor must have a fixed design (variable speed designs are not acceptable), maintain a vacuum on its oil contents to prevent contamination, and be electrically powered at 230/460V capable of starting on a 400 amp circuit breaker. It should provide between 400 to 500 cubic feet per minute (CFM) at a supply pressure of 125 PSI and operate continuously for 24 hours a day, 7 days a week. Additionally, whip-check devices must be supplied with the compressor, along with an electric type moisture separator after coolers.

All necessary equipment to connect compressors and dryers must be provided by the contractor, who must also adhere to rigging requirements at Naval Station Norfolk. The unit must be free-standing with forklift slots for mobility. A brochure or technical data sheet for the rented unit model must be included in the proposal, along with confirmation of the ability to meet the required delivery date of June 17, 2026.

The contract will be performed from June 17, 2026, to November 17, 2026.
