Description

Contractor shall provide seven (7) HAZMAT containers with minimum dimensions of 8' width x 9' height x 20' length. Contractor shall provide all labor, materials, equipment, tools, transportation and supervision necessary to provide, install, and remove the HAZMAT container in support of the Eisenhower (IKE) project at Pier 5A.

This specification covers the design, fabrication, quality assurance, delivery, removal, and onsite assistance of HAZMAT container for use in Norfolk Naval Shipyard in Portsmouth, VA.

The HAZMAT Container shall be leased for one base-year (12-months) and includes the option to extend the period of performance for one six-month option period. The period of performance for the base year shall be April 15, 2025, through April 14 2026.

The HAZMAT container shall provide a space that is suitable for the storage of hazardous material. It shall contain a sump to collect leakage and a dry chemical fire suppression system as described in the following sections.

Background
The contract is issued by the Norfolk Naval Shipyard, which is part of the Naval Sea Systems Command (NAVSEA). The mission of the agency includes providing maintenance, modernization, and technical support for naval ships and submarines. The goal of this contract is to lease seven HAZMAT containers to support the Dwight D. Eisenhower (IKE) project at Pier 5A, ensuring safe storage for hazardous materials.

Work Details
The contractor shall provide seven (7) HAZMAT containers with minimum dimensions of 8’ width x 9’ height x 20’ length. The contractor is responsible for all labor, materials, equipment, tools, transportation, and supervision necessary for the design, fabrication, quality assurance, delivery, installation, removal, and onsite assistance of the HAZMAT containers. The containers must be suitable for hazardous material storage and include features such as a sump to collect leakage and a dry chemical fire suppression system.

Specific tasks include:
1. Provide all HAZMAT containers on or prior to April 15, 2025.
2. Arrange security clearance requests for delivery crew.
3. Dispatch a representative within 24 hours to activate the fire suppression system after connection to temporary utilities.
4. Respond within 24 hours to repair or replace any equipment as needed.
5. Ensure compliance with all governing codes and Naval Standards including Unified Facilities Criteria and National Fire Protection Association standards.

Period of Performance
The base period of performance is from April 15, 2025, through April 14, 2026, with an option to extend for an additional six months.

Place of Performance
The contract will be performed at Norfolk Naval Shipyard in Portsmouth, VA.
