Design/Build for the Renovation of an Army Reserve Center (ARC) and Vehicle Maintenance Shop (VMS) located in Des Moines, IA. Estimated Construction Cost is between $25,000,000.00 and $100,000,000.00. NAICS Code is 236220. Size Determination is $45M. Please note that business size in SAM is determined by the NAICS code. If the vendor size is not listed correctly for a particular NAICS code in SAM the business will be considered other than a small business. This is a full and open procurement. In accordance with Federal Acquisition Regulation 19.1307, this project requires the HUBZone 10% price evaluation. This award is Subject to the Availability of Funds. Offerors must comply with the requirements of FAR 52.204-7, 52.204-8, 52.232-33, and any other contractor registration and online representations and certification requirements in this solicitation through the System for Award Management (SAM), available at https://sam.gov/. PLEASE NOTE: SAM is completely free of charge for both registrants and users. Amendments will be available from the website by download only.
Background
The solicitation is for the Design/Build renovation of an Army Reserve Center (ARC) and Vehicle Maintenance Shop (VMS) located in Des Moines, IA. The estimated construction cost is between $25,000,000.00 and $100,000,000.00. This is a full and open procurement with a requirement for HUBZone 10% price evaluation. The award is subject to the Availability of Funds.

Work Details
The renovation project includes approximately 75,000 square foot ARC and 13,000 square foot VMS. The scope of work involves interior demolition, facility accessibility improvements, new mechanical systems, electrical service upgrades, interior finishes, fire protection systems, lighting installation, information systems replacement/installation, exterior wall repairs, roofing replacement, door modifications/replacements, lead-based paint and asbestos removal as necessary, and connection to Energy Monitoring and Control Systems. The project will be designed and constructed to current Department of Army sustainable design standards. The procurement process consists of two phases with a Best Value Trade-Off basis of award.

Period of Performance
The period of performance has been increased by Amendment 0001 and will be over the timeframe required for the completion of the renovation project.

The construction projects will be performed at Des Moines Army Reserve Center (ARC) and Vehicle Maintenance Shop (VMS) Building 101 in Des Moines, IA.
