Description

Renovate approximately 1,400 SF of finish interior space within B1601 to support Drug Demand Reduction (DDR). Room 140 will be altered to accommodate separate entry and exist points for admin and patients. All modifications to the Mechanical, Electrical, Plumbing, Fire Protection MEP/FP design systems will correlate with existing facility components.This is a Design-Build project to renovate B1601 for Drug Demand Reduction (DDR) Facility with a period of performance of 360 days, with 120 days for construction documents and 240 calendar days for construction, from date of Notice to Proceed receipt. The project is comprised of new work on Tyndall AFB and the related disciplines of work as specific tasks in Scope of Work. A. NAICS 236220 - Commercial and Institutional Building ConstructionB. The resulting contract will be a firm-fixed price contract. See section J for applicable attachments.C. This acquisition has been designated for procurement as a Woman Owned Small Business Set-aside and will be awarded via request for proposal IAW FAR Part 15.D. The project magnitude for this requirement is IAW FAR 36.204(e) between $500,000 and $1,000,000.E. Performance and Payment Bonds shall be obtained IAW FAR 28.102.F. The construction wage requirements statute (DAVIS-Bacon) FL20250005, Building applies to this project.G. The Period of Performance is 360 Calendar Days, with 120 days for construction documents and 240 calendar days for construction, after Notice to Proceed (NTP).H. A site visit will be conducted with the end user, contractor, CE and CONS as described in Section L.
Background
The project involves the renovation of approximately 1,400 square feet of interior space within Building 1601 at Tyndall Air Force Base, Florida, to support the Drug Demand Reduction (DDR) program.
The goal is to create a facility that accommodates separate entry and exit points for administration and patients while ensuring compliance with existing mechanical, electrical, plumbing, and fire protection systems.
This Design-Build project is aimed at enhancing the operational capabilities of the DDR facility.

Work Details
The scope of work includes:
1. Renovation of Suite 140 to create a DDR facility with specific areas designated for check-in/check-out, waiting, testing, break room, conference room, secure storage, and shipping.
2. Construction tasks include:
- Concrete work including cast-in-place concrete and slab on grade.
- Structural steel framing and cold-formed metal framing.
- Rough and finish carpentry with high-quality materials.
- Installation of thermal insulation and moisture protection systems.
- Electrical work including power distribution systems and lighting controls.
- Plumbing systems including general purpose plumbing and specialized fixtures for toilets and urinals.
- HVAC systems installation to ensure proper heating, ventilation, and air conditioning throughout the facility.
- Fire suppression systems compliant with UFC standards.
- Interior finishes including gypsum board installation, porcelain tile flooring, acoustical ceiling panels, resilient flooring, carpeting, and painting.
3. Compliance with all applicable codes and standards including wind speed requirements for structural components.

Period of Performance
The contract has a total period of performance of 360 calendar days from the date of Notice to Proceed (NTP), which includes 120 days for construction documents preparation followed by 240 calendar days for actual construction.

Place of Performance
The construction projects will be performed at Tyndall Air Force Base located in Bay County, Florida.
