DESCRIPTION OF WORK:

Project Title: AJJY 19-6004 Renovate Passenger Terminal B17002 and Provide New Temporary Facility for Passenger Terminal

This pre-solicitation notice is for a Firm-Fixed-Price (FFP) construction contract for Project No. AJJY 19-6004 Renovate Passenger Terminal B17002 and Provide New Temporary Facility for Passenger Terminal on Andersen Air Force Base, Guam.

The solicitation will be a competitive Small Business set-aside for a Design Build construction contract to renovate the passenger terminal, B17002, in accordance with the Statement of Work provided with the solicitation. The work will include demolition and construction for exterior and interior renovation of an existing passenger terminal. This project will also include Optional Items for providing a new temporary facility for Passenger (PAX) Terminal operations and Baggage Handling Equipment (BHE). The contractor shall provide all costs and labor for purchasing, shipping, and installing the temporary facility and BHE. All utility connections for the temporary facility and BHE shall be included in the base bid as per approved design.

The tentative Performance Period for renovation of B17002 is 720 calendar days.

The tentative Performance Period for the temporary facility is 450 calendar days.

More than $10,000,000.

The solicitation number for this acquisition will be FA524024R0005 and will be available for retrieval at sam.gov once posted on or about 20 February 2024.

RESTRICTION TO SMALL BUSINESS:

This acquisition is being competed as a Small Business set-aside. The applicable North American Industry Classification System (NAICS) code for this acquisition is 236220, with a small business size standard of $45 million. The eventual contract for this acquisition is contemplated to be Firm-Fixed Price (FFP).

PLANS & INSPECTION:

Available planning documentation to include design documents and specifications will be provided in a Request for Proposals (RFP). A site visit and general pre-proposal conference will be advertised with the solicitation.

OTHER INFORMATION:

The solicitation for this acquisition will be issued electronically and will be publicized via SAM.gov. Interested offerors are responsible for retrieving their own copy of the solicitation and all associated documents as no paper copies will be furnished. No offeror mailing list will be maintained. Interested offerors should register at the SAM.gov website to receive notification of any additions/changes to the publicized solicitation.

The Government reserves the right to cancel this solicitation, either before or after closing of receipt of proposals.

In accordance with FAR 52.232-18, funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
