THIS IS NOT A SOLICITATION. THIS IS A SOURCES SOUGHT NOTICE FOR MARKET RESEARCH PURPOSES ONLY.

PURPOSE: The Department of Veterans Affairs (VA) is seeking to identify interested contractors capable of performing the specified requirement below. The VA is seeking to gain knowledge of potential qualified sources. Responses to this sources sought will be used by the VA to make appropriate acquisition decisions. The VA will be looking to determine if it is in the Government's best interest to set-aside this requirement for Service Disabled Veteran Owned Small Business (SDVOSB) and/or Veteran Owned Small Business (VOSB).

DESCRIPTION: The Contractor shall provide all labor, material, equipment and testing services as required to construct project Renovation of Bldg. 10 for CLC in accordance with the Statement of Work (SOW) and additional attachments. The project is located Doris Miller Veterans Medical Center at 4800 Memorial Drive, Waco TX 76701. Please see the attached SOW. Please request access in the sources sought posting for the construction drawings and specifications.

REQUESTED INFORMATION:

  1. Statement of Capability-Contractor shall address their ability to perform the work outlined in the SOW. Work should show construction projects between $10 million and $20 million. Capability statements should be no more than 5 pages.
  2. Business size and socio-economic status-Please indicate your firm is certified as either SDVOSB or VOSB in SAM.gov and SBA DSBS.
  3. Past Performance-Provide information regarding past performance on 3 similar projects in terms of size and complexity.

Background
The Department of Veterans Affairs (VA) is seeking to identify contractors capable of performing the renovation of Building 10 at the Doris Miller Veterans Medical Center. The goal is to consolidate Community Living Center and rehabilitative functions into a modern, fully accessible multi-story space.

This sources sought notice aims to gather information on potential qualified sources and assess if it is in the Government's best interest to set aside this requirement for Service Disabled Veteran Owned Small Business (SDVOSB) and/or Veteran Owned Small Business (VOSB).

Work Details
The contractor shall provide all labor, materials, equipment, and testing services necessary for the renovation of Building 10, which encompasses approximately 53,000 gross square feet (GSF). The scope includes:
- Renovating the existing structure into a modern multi-story facility.
- Consolidating Community Living Center and rehabilitative functions.
- Providing ancillary support spaces as budget allows.
- Ensuring compliance with the latest edition of the International Building Code.
- Delivering a one-year warranty on all materials and workmanship.
- Conducting site visits prior to bidding to familiarize with existing conditions.
- Coordinating with third-party contractors and obtaining necessary permits.

Period of Performance
The anticipated period of performance is 360 days from the issuance of the Task Order Notice To Proceed.
