Description

DLA Information Operations ( DLA J6 ) provides information technology ( IT ) to the DLA community. This technology is secure, modern and functional. DLA J6 recognizes, however, that modern technology evolves at an increasing pace. Therefore, without proactive measures, today's relevant skills will abruptly morph into tomorrow's antiquated practices. Moreover, technological advancements continue to blur the lines between traditional IT and business functions.

The Technology Accelerator delivers prototype capabilities, with a focus on stakeholder engagement, experimentation and the iterative cycle. The team builds new things that have the potential to change how DLA does business. These prototypes/experiments are early, raw capabilities. Some will grow; others will disappear.

This Performance Work Statement ( PWS ) supports the DLA J6 Technology Accelerator in its mission to identify high-value projects then build, test rapid prototypes to transition successful prototypes for broader adoption.

Background
The Defense Logistics Agency (DLA) Information Operations (DLA J6) is responsible for providing secure, modern, and functional information technology (IT) to the DLA community. Recognizing the rapid evolution of technology, DLA J6 aims to proactively adapt to avoid obsolescence of skills and practices.

The Technology Accelerator initiative focuses on delivering prototype capabilities through stakeholder engagement and experimentation, with the goal of identifying high-value projects and transitioning successful prototypes for broader adoption.

Work Details
The contractor shall develop specified deliverables and perform tasks outlined in the Performance Work Statement (PWS). Key tasks include:

1) Demonstrating application of innovation methodologies such as Human-Centered Design, Lean Startup, and Lean Launchpad in government organizations within the past three years;
2) Establishing connections with high-tech sector startups resulting in new products or services;
3) Facilitating workshops and sprints to build minimum viable products (MVPs).

Offerors must provide clear evidence of their capabilities, methodologies, and processes to meet DLA objectives while mitigating risks. Past performance examples must be relevant and recent, demonstrating similar scope and complexity. Pricing proposals must be submitted using specified attachments.

Period of Performance
The contract will be performed over a period not exceeding 36 months, with options for extension.

Place of Performance
The contract will be performed at multiple locations including Silicon Valley (San Francisco to San Jose, CA), DLA MSCs in Columbus, OH; Richmond, VA; Philadelphia, PA; Battle Creek, MI; as well as the Contractor's site.
