PRE-SOLICITATION NOTICE NOTICE OF INTENT TO SOLE SOURCE

This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with with LabKey Corporation, Inc., Seattle, WA for the renewal of LabKey Server Premium Edition Enterprise Licenses.

The software is needed to continue the support for the Investigators in the NIAID Division of Intramural Research (DIR) for biomedical research spanning multiple projects and scientific objectives. LabKey is a COTS software that NIAID OCICB purchases to support HUMAN SAFETY, HUMAN HEALTHCARE, and IT SECURITY for human clinical trial data aggregation and management in a secure manner. The proposed purchase is a renewal of our annual license, maintenance, and support agreement to maintain the LabKey platform solutions that have been developed in support of NIAID intramural research efforts. The LabKey system is a platform upon which multiple software solutions are built to manage critical business operations for our stakeholders within NIAID Division of Intramural Research. LabKey is used by our stakeholders and development teams to enable integration and aggregation of data across several NIH systems and individual study team data sources. The work within LabKey is organized by discrete project folders. Many of the project folders are for data in human clinical trials sponsored by NIAID PIs. Centralizing this data for clinical studies allows the study team to make more efficient use of the data, draw fresh insights of data relationships, and ultimately improve the healthcare of the subjects participating in the studies. LabKey is also used by the DIR Tuberculosis Imaging Program to aggregate experiment data for imaging across multiple past and ongoing animal studies. The LabKey platform enhances data integrity, quality, and consistency, which are essential for reliable scientific research. It also improves accessibility and usability, enabling more efficient and effective scientific operations. Furthermore, a standardized system is crucial for facilitating downstream data use, such as critical insights into genetic research, publishing project results, conducting retrospective or cohort analyses across multiple longitudinal studies, and meeting various scientific operational needs, including data calls and data sharing requests

No substitutions are accepted for this software.

The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement. All required documents must be submitted via the NIAID electronic Simplified Acquisition Submission System (eSASS) website at https://esass.nih.gov by July 13, 2025 at 5:00 pm ET. All vendors must register in the eSASS system to submit their documentation. Instructions on how to register /submit documents are included on the website. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
