INSTRUCTIONS TO OFFERRORS

NOTE 1: AWARD WILL BE MADE TO THE LOWEST PRICED, TECHNICALLY ACCEPTABLE OFFER.

NOTE 2: IN ORDER TO BE CONSIDERED TECHNICALLY ACCEPTABLE, THE CONTRACTOR MUST

SUBMIT THE FOLLOWING WITH THEIR QUOTE:

a) The offeror is registered and has no active or inactive exclusions listed in their Entity Record on the
System for Award Management (SAM).

b) Offerors are required to submit prior experience of recent and relevant contracts/projects. Contracts/Projects can be performed with Federal, State, local or private companies. Government contracts are preferred but not
required.

c) Contracts/Projects that are relevant are defined as those that are similar to the requirements of the Statement of Work (SOW). Contracts/Projects that are recent are defined as those that have been completed within the last five
(5) years.

d) A minimum of two (2) contracts/projects shall be provided to include: contract number, title of project, detailed description of work performed, and Point of Contact. Please do not submit more than five (5) contracts/projects.

e) In order for an Offeror to be determined technically acceptable, the offeror must show
previous experience with the type of work described in the SOW. Offerors must show previous experience on a minimum of two (2) contracts/projects.

f) The Offeror must provide a technical proposal that explains how the requirements in the SOW will be carried out.

g) The Offeror must submit a valid North Carolina Marine or Building contractors Licensing.

SITE VISIT
(a) Effective site visits reduce proposal assumptions, surface practical construction challenges early, and establish collaborative relationships that minimize differing site conditions claims while ensuring contractors can deliver feasible, innovative solutions. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.

Background
The U.S. Army Corps of Engineers, Wilmington District, is issuing a contract for the removal of the Topsail Beach Pier. The mission of this contract is to ensure the safe and efficient removal of the pier and associated debris, which is critical for maintaining the safety and accessibility of the beach area. The goal is to complete this work in compliance with federal and state regulations while ensuring minimal environmental impact.

Work Details
The contractor shall furnish all labor, equipment, materials, and services necessary to remove and dispose of the remains of the USACE Pier, piling clusters, and any debris from the clusters and pier underwater that have washed up on Topsail Beach, NC. Specific tasks include:
1. Removal of up to 36 pilings (up to 12 inches in diameter) from the existing pier and associated debris.
2. All pilings must be either cut at the seabed floor (horizontal) or removed entirely (vertical).
3. The contractor must provide a post Multibeam Survey to verify removals within the designated area.
4. Compliance with EM 385-1-1 Safety and Occupational Health Requirements Manual and other relevant safety regulations.
