Removal of old barbed-wire fence and posts and replace with new barbed-wire fence and posts

Background
The USDA Agricultural Research Service (ARS) is issuing this solicitation for the removal and replacement of old barbed-wire fencing at the Northern Great Plains Agricultural Research Laboratory (NGPRL) located in Mandan, ND.
The goal of this contract is to ensure the integrity and functionality of the fencing, which is essential for the laboratory's operations.

Work Details
The contractor will be responsible for removing approximately 6,775 feet of old barbed-wire fence and posts and replacing it with new materials.
The scope includes:
- Removal of existing barbed-wire, steel T-posts, wooden posts, braced corners, and gates.
- Installation of new Red Brand 12 ½ gauge barbed-wire fencing, heavy-duty steel T-posts, green treated wooden posts, and gates as specified.
- Compliance with federal, state, and local codes as well as industry standards.
- Specific tasks include ensuring proper installation techniques such as pre-drilling post holes if necessary and maintaining uniform height across the fence line.
- The contractor must also clear any trees or brush along the fence line and restore the land to its original condition after completion.

Period of Performance
The contractor must commence work within 10 calendar days after receiving notice to proceed and complete all work within 60 calendar days.

Bidder Requirements
Bidders must meet the following requirements: Small Business Set Aside - Total (SBA), provide performance and payment bonds, possess necessary contractor licenses for fencing work, and demonstrate experience in similar projects.
