Description

This Request for Information (RFI) is issued solely for information and planning purposes. In accordance with Part 10 of the Federal Acquisition Regulation, the U.S. Government is conducting market research. The intended purpose is to identify potential sources that may possess the capability to provide for the Air Force's full requirement. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Further, the Air Force is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. In accordance with Federal Acquisition Regulation 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.

The Department of the Air Force, Air Force Life Cycle Management Center (AFLCMC), Medium Altitude Unmanned Aircraft Systems (MAUAS) Division, Wright Patterson Air Force Base, OH, intends to award a single award, Firm-Fixed Price (FFP)/Cost Plus Fixed Fee (CPFF) contract. The potential purchase will consist of the procurement of the Software Licenses (Cavok Mission Support + 25 User Blocks), Cavok Enterprise Connectivity, and Engineering Software Development. Vendor must be CTF compliant. This TacSIT system will be employed in all RPA Special Operation Centers (SOC) across ACC/ANG/AFOOC MAJCOMs to improve MQ-9 missions.

Written responses to this RFI shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. The intent of this notice is not a request for competitive proposals. Responses to this RFI are due no later than 5:00 pm, EST. 22 November 2024. and should be sent to joseph.glenn.4@us.af.mil . Information received as a result of this notice will be considered solely for the purpose of determining the appropriate acquisition decision for the procurement. This notice does not constitute a solicitation for offers. This is NOT a Request for Proposal (RFP), and respondents are solely responsible for all expenses associated with responding to this RFI. The United States Government (USG) shall not pay for information received.

Background
The Department of the Air Force, specifically the Air Force Life Cycle Management Center (AFLCMC) and the Medium Altitude Unmanned Aircraft Systems (MAUAS) Division, located at Wright Patterson Air Force Base, OH, is conducting market research to identify potential sources capable of fulfilling their requirements for the Cavok system.

The goal of this contract is to procure software licenses and support services for the Cavok Mission Support system, which is intended to enhance the operational effectiveness of Remotely Piloted Aircraft (RPA) missions across various Air Force commands.

Work Details
The contract will involve the procurement of the following items:
- Software Licenses for Cavok Mission Support + 25 User Blocks
- Cavok Enterprise Connectivity
- Engineering Software Development

The contractor must ensure compliance with Certification to Field (CTF) standards. The Cavok system is a commercial-off-the-shelf (COTS) software developed by Focused Support LLC, designed to meet operational and cybersecurity requirements for MAUAS operations.

The scope includes:
- Delivery of Cavok system software licenses
- Remote and emergency on-site technical support for operational effectiveness, including integration with other systems (e.g., MISP-VNI)
- On-site installation support for software releases (up to one support trip per year per license)
- Program management and deliverables, configuration & data management, and program security
- Optionally providing Cavok Enterprise Site Extension for external-network collaboration across the MQ-9 SOC community.

Place of Performance
The services and products will be delivered and performed at various locations where the Cavok system is implemented within the Air National Guard (ANG), Air Combat Command (ACC), and Air Force Special Operations Command (AFSOC).
