Amendment 2 - 12/1/2020 - A Question and Answer list has been added to inform contractors. These answers are based on our current knowledge, but details may change, as we progress through the acquisition process.

Amendment 1 - 10/21/2020 - An additional USAF question was added in Requested-Information_Atch 2_v2 regarding Task Orders. We added some time to work on this response, but we will continue to accept submissions after the date. We will also publish Contractor questions in an attached document, if any are submitted. Our objective is to receive as much input as possible within the constraints of our acquisition cycle.

Air Combat Command (ACC) requires sustained RPA SOC operations, RSO, video dissemination and provide system administration for internet protocol (IP) networks at Creech AFB, Nevada, Nellis AFB, NV, Holloman AFB, NM. Whiteman AFB, MO, Ellsworth AFB ND, and Shaw AFB, SC. The contract will provide all personnel, supervision, management, transportation and other services necessary to support, operate, maintain, configure, and repair Command, Control, Communications, Computer, Intelligence, Surveillance and Reconnaissance (C4ISR) systems, equipment, and circuits supporting RPA missions at Continental United States/Outside the Continental United States (CONUS/OCONUS) facilities within established demarcation points. RPA SATCOM Relay Sites require 24/7 on-site coverage at Ramstein AFB, Germany and Kadena AFB, Japan. Operational direction shall be accepted for satellite earth terminal configurations only from approved designated SOCs. Additionally, the contract will provide support to an existing Aircraft Control Network (ACN) at all ACC locations IAW United States Air Force (USAF) MQ-9 Remotely Piloted Aircraft (RPA) Aircraft Control Network, Network Management Plan (NMP), Technical Order (TO) 31R2-4-546-1, and Equipment Commercial Manuals. Provide accreditation and O&M of RPA High and Low Networks IAW NIST 800-53.

The ANG requires field maintenance services to install, configure, support, maintain, administer and train on the RPA SOC hardware/software systems supporting Remotely Piloted Aircraft operations at twelve Air National Guard locations and the integration center at Robins AFB. These sites are located at Arizona, Arkansas, California, Iowa, Michigan, New York Niagara, New York Syracuse, North Dakota, Ohio, Pennsylvania, Tennessee, Texas, and the 577th Software Engineering Squadron (SWES) who is the Prime Integrator Office (PIO) / Intelligence Surveillance Reconnaissance (ISR) Sustainment Engineering Center (ISEC) located at Robins Air Force Base.

Air Force Special Operations Command (AFSOC) utilizes two SOCs to execute its RPA mission. The RPA Operations Center (ROC) is located at Cannon Air Force Base, NM and the Hurlburt Squadron Operations Center (H-SOC) is located at Hurlburt Field, FL. The ROC and H-SOC support a variety of special operations missions including Intelligence, Surveillance, and Reconnaissance (ISR) and fire support for special operations and combined operations with ground forces. AFSOC requires on-site and remote technical support, as required, for the RPA operations of the 27 Special Operations Wing and associated Air Force Reserve units conducting or supporting AFSOC RPA operations. This support shall include systems engineering, operations and maintenance for the RPA Operations Centers, GCSs, supporting networks, enclaves, weapon systems, and infrastructure as required to enable and support RPA missions including flight operations, post-flight recovery, warfighter training and educational support, and non-warfighting activities such as disaster response, humanitarian assistance, and engineering support efforts.

Enterprise RPA SOC systems support will require (a) procurement of hardware, and software, (b) warehousing of Government procured material, (c) related engineering services, and (d) installation of the hardware, software, and equipment at multiple CONUS locations. Install, configure, operate, maintain, manage, and troubleshoot equipment and networks to support long-haul communications (both satellite and terrestrial), and provide help desk function.

a. The 577th SWES produces a Bill of Materials (BOM) that includes the hardware and software needed to meet RPA SOC requirements. The contractor shall procure any material(s) on the BOM as well as any additional items, to include consumables (such as tape, bits, Velcro, etc.) needed to complete the installation.

b. The contractor shall provide warehousing of government procured materials and provide monthly Government Property Inventory Reports detailing the Government property inventory.

c. The contractor shall provide engineering expertise, diagrams, and configuration documentation to include redlines, technical evaluation of the COTS solution, and compatibility of hardware and software solutions. The contractor shall support field troubleshooting issues as requested.

d. The contractor shall install RPA SOC hardware, software, and equipment at multiple RPA SOC locations. The installation may be a part new site installs, rebuilds / conversions, Ground Control Station (GCS) installs / modifications, or technology refreshes.

Additionally, the enterprise will require Remote Piloted Aircraft Enterprise Services (RPA-ES). The MQ-9 RPA operations relies on many architectures and communication systems. The RPA-ES would be a centralized operations center help desk providing 24/7/365 real time monitoring, management, troubleshooting, and cyber security of all the key RPA-ES architectures and communications systems. The RPA-ES will be the top-tier communications organization providing users, maintenance, operators, commanders and senior leaders the complete real time status of the MQ-9 RPA enterprise infrastructures and supporting communication systems. The RPA-ES will provide 24/7/365 management, monitoring, and cyber security of all communications networks and systems required for MQ-9 command link and return link; sensor control and dissemination networks; and operational coordination and communications. AFSOC/SOCOM may continue to manage their SOCs and Relay Sites in collaboration with RPA-ES.
