The U.S. Naval Research Laboratory has a requirement for Remote Sensing Scientific and Engineering Research and Development (R&D) Support Services. This requirement is a Cost Plus Fixed Fee Level of Effort. This support service will provide world-class engineering and operational support services for space, air, and surface-based remote sensor systems used to model and perform scientific analysis of the Earth's ocean and land interface with the atmosphere and improve worldwide weather prediction capabilities. Specifically, the Contractor shall provide scientific and engineering R&D services to support the Remote Sensing Division.

This acquisition is anticipated to have a five-year period of performance made up of one twelve-month base year and four option years of twelve months. In accordance with FAR part 6.203, this acquisition will be set-aside for a small business.

THE AMENDED RFP CLOSING DATE IS CHANGED FROM 10 JANUARY 2023 TO 16 JAN 2023.

PROPOSALS ARE DUE NO LATER THAN 5:00PM CENTRAL DAYLIGHT TIME (CDT) ON MONDAY, 16 JANUARY 2023.

Background
The U.S. Naval Research Laboratory has a requirement for Remote Sensing – Scientific and Engineering Research and Development (R&D) Support Services. This support service will provide world-class engineering and operational support services for space, air, and surface-based remote sensor systems used to model and perform scientific analysis of the Earth's ocean and land interface with the atmosphere and improve worldwide weather prediction capabilities. Specifically, the Contractor shall provide scientific and engineering R&D services to support the Remote Sensing Division.

Work Details
The work and services to be performed include labor for remote sensing science and development, materials and supplies for remote sensing science and development, travel for remote sensing science and development, and contract data requirements list (CDRL) for remote sensing science and development. The work will be subject to the requirements and standards contained in Exhibit A - Contract Data Requirements List, Attachment No. 1, Statement of Work, and all other Attachments cited in Section J.

Period of Performance
The acquisition is anticipated to have a five-year period of performance made up of one twelve-month base year and four option years of twelve months. The work under this contract shall commence on the date of award and be completed no later than 12 months thereafter. The remaining four 12-month option periods shall be exercised at the sole right of the government. Performance under this contract shall not exceed 60 months total.

Place of Performance
The principal place of performance of this contract shall be at the Naval Research Laboratory in Washington, D.C., with other locations that may be designated by the Contracting Officer's Representative (COR) during contract execution.
