The proposed work is to remediate OU5 (Shore Road) and OU6 (Morgan Francis). The Raymark Superfund Site includes areas that have been contaminated as a result of manufacturing processes from the former Raymark facility. Specifically, contaminated waste material was used as fill in various locations within the Town of Stratford, CT. The OU5 remediation requires the excavation and offsite disposal of approximately 10,000 cubic yards of contaminated soil (primarily PCBs, metals, and Asbestos) and site restoration. The OU5 property is in the vicinity of Shore Road and the Housatonic Boat Club. OU6 (Morgan Francis) property was a historically low-lying area that was filled with Raymark waste. The remediation for that property requires the excavation of approximately 5,000 cubic yards of waste from an adjacent creek, restoration, consolidation of that waste on the Morgan Francis Property, and construction of a Resource Conservation and Recovery Act (RCRA) hazardous waste landfill cap and supporting infrastructure. The area of the Morgan Francis site to be capped is approximately 6 acres. The to-be-constructed RCRA cap will have an average thickness of 4 feet and will consist of a low permeability liner system with soil cover. The Site abuts a residential area of town and, as such, there are significant air monitoring, dust control, traffic management, and public safety requirements as part of this project. This project has the following major components: Remediation, including excavation, and restoration of OU5; Remediation, including excavation, and restoration of a section of creek adjacent to Morgan Francis; RCRA cap constructed per design and specifications; Supporting infrastructure, including but not limited to, storm-water basins, swales, gas vent system, utility corridors, access roads; Robust air monitoring and dust prevention practices.

Background
The Raymark Superfund Site in Stratford, Connecticut, has been contaminated due to manufacturing processes from the former Raymark Industries facility, which operated from 1919 to 1989. The site poses a threat to human health due to hazardous waste materials such as asbestos, lead, copper, and polychlorinated biphenyls (PCBs) that were used as fill in various locations.

The U.S. Army Corps of Engineers (USACE) has been tasked by the Environmental Protection Agency (EPA) to implement cleanup actions at this site through an Indefinite Delivery/Indefinite Quantity contract for environmental remediation services.

Work Details
The contract involves remediation tasks at Operable Units (OUs) 5 and 6 of the Raymark Superfund Site, specifically:
1. Excavation and offsite disposal of approximately 10,000 cubic yards of contaminated soil from OU5 (Shore Road), primarily containing PCBs, metals, and asbestos.
2. Excavation of approximately 5,000 cubic yards of waste from an adjacent creek at OU6 (Morgan Francis), followed by consolidation on-site and construction of a Resource Conservation and Recovery Act (RCRA) hazardous waste landfill cap covering approximately 6 acres with an average thickness of 4 feet.
3. Implementation of robust air monitoring and dust control measures due to the proximity to residential areas.
4. Construction of supporting infrastructure including storm-water basins, swales, gas vent systems, utility corridors, and access roads.
5. Management and coordination of all remedial efforts during excavation, restoration, consolidation, and capping activities.
6. Establishment and implementation of stormwater management activities.

Period of Performance
The contract will be executed over a period of five years with specific task orders defining the scope and timeline for each phase of work.
