Background
The U.S. Embassy in Baghdad, Iraq is seeking to remediate its power plant through a design-build construction project. The goal of this contract is to ensure the facility meets safety, security, functionality, and resilience standards while operating in an extremely hot climate. The project will be executed in phases, with pre-qualified offerors from Phase I invited to submit proposals in Phase II.

Work Details
The construction services required under this contract include: providing construction labor and materials to execute the design; on-site organization and management for overall project coordination; preparation of construction documents; quality control plans; safety plans; project schedules; and project close-out activities.

The contractor must engage a team of qualified design professionals with the following expertise:
1) Active U.S. Engineering License (P.E.) and Active U.S. Architectural License (AIA/R.A.) for all applicable disciplines;
2) Experience in designing mechanically ventilated indoor prime power plants in hot climates based on U.S. standards;
3) Knowledge of operational maintenance of CaterpillarĀ® C-175 4.0 MW generators;
4) Expertise in instrumentation and controls for automated power generation systems;
5) Proficiency in Computational Fluid Dynamics (CFD) modeling and analysis related to mechanical system design.

Place of Performance
The construction projects will be performed at the U.S. Embassy in Baghdad, Iraq.
