Background
The solicitation is for the remanufacture of the Heavy Machine Gun Sight System (HMGSS) M519, NSN 1010-01-591-2226 ID# 12017A. The work efforts to be performed by the Contractor are established in the Statement of Work (SOW). The SOW defines remanufacture as a factory rebuild to original specifications, accomplished through a maintenance technique or complete disassembly of the item, inspection of all parts or components, repairs or replacement of worn or unserviceable elements using original manufacturing tolerances and/or specifications, and subsequent reassembly of the items.

The specific products to be remanufactured include the Heavy Machine Gun Sight System (HMGSS) M519, NSN 1010-01-591-2226 ID# 12017A. The guidelines require that the HMGSS be restored to Condition Code 'A', which is defined as 'serviceable and issuable without qualification, new, used, remanufactured, or reconditioned material which is serviceable and issuable to all customers without limitation or restrictions, including material with more than six months shelf-life remaining.' The applicable documents include Military Standards such as MIL-STD-129 for military marking for shipment and storage, MIL-STD-130 for identification marking of U.S. military property, and MIL-STD-2073 for military packaging.
