Description

The Installation Management Command (IMCOM) is requesting energy management assistance from Contractors to supply qualified energy management professionals to support a comprehensive range of Energy and Water Management Program activities at Government installations. The REM Program is focused on complying with all applicable energy-related federal laws and Executive Orders as they pertain to reducing energy and water consumption. The key mission of a dedicated REM program is to reduce the overall energy/resource consumption and associated costs. See attached PWS for more details.

Background
The Installation Management Command (IMCOM) is seeking energy management assistance from contractors to provide qualified energy management professionals for a comprehensive range of Energy and Water Management Program activities at government installations.

The Resource Efficiency Management (REM) Program aims to comply with applicable federal laws and executive orders regarding energy and water consumption reduction, with the overarching goal of decreasing overall resource consumption and associated costs.

Work Details
The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other non-personal services necessary to perform REM services as defined in the Performance Work Statement (PWS).

Key tasks include: assisting the installation energy manager in reducing peak electrical demand; reducing utility, water, and solid waste consumption; identifying and developing resource efficiency projects; supporting facility repair and construction activities; conducting energy audits; optimizing facility operations to minimize utility costs; developing an effective network of facility managers; providing renewable energy support; and ensuring compliance with federal energy efficiency mandates.

The contractor will also generate cost savings greater than the annual installation REM Program costs through verifiable utility cost savings and other incentive payments. Specific tasks include: reducing overall utility costs by at least 3% per year for energy intensity and 2% per year for water consumption intensity; coordinating all activities with the installation energy manager; using advanced data management systems to identify anomalies in facility energy use; conducting training for facility managers on energy efficiency practices; and developing an effective energy awareness program.

Period of Performance
The period of performance is one base year of 12 months with four 12-month option years.

Place of Performance
The contract will be performed at Fort Campbell, Kentucky.
