Relocatable Passenger Vehicle Scanning System

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) nor a promise to issue an RFP or other solicitation. Furthermore, those who respond to this RFI should not anticipate feedback about its submission, other than acknowledgment of receipt. This RFI does not commit the Government to contract for any supply or service. The Department of Homeland Security (DHS) Customs and Border Protection (CBP) is not currently seeking proposals.

Background
The U.S. Customs and Border Protection (CBP) Office of Field Operations (OFO) and United States Border Patrol (USBP) require a capability to quickly detect the illegal transit of contraband through people, cargo containers, and other conveyances entering through ports of entry (POE).

Since 2014, there has been an escalation in dangerous synthetic drug usage, particularly fentanyl, in the United States. The majority of fentanyl is trafficked from countries like China through international mail and express consignment facilities.

CBP plays a critical role in preventing these substances from reaching the American public while ensuring the safety of its frontline officers. To enhance its capabilities, CBP seeks to purchase Relocatable Passenger Vehicle Scanning Systems for effective scanning of passenger cars and light vehicles to reveal anomalies such as explosives, drugs, and currency in high-throughput environments like border crossings.

Work Details
The Relocatable Passenger Vehicle Scanning System must meet the following specifications:
- Capable of effective scanning while vehicles are traveling at 3 to 10 mph.
- Maintain a throughput of 150 vehicles per hour.
- Easily installed in a port of entry and rapidly relocated without requiring civil works.
- Compliant with ANSI/HPS N43-17-2009 standards.
- Capable of remote operations.
- Typical deployment dimensions: 13 ft wide x 11 ft high x 13 ft long; typical scanning area dimensions: approximately 10 ft wide x 9 ft high.
- Weight specifications: Typical configuration at 3,500 lb; shipping weight at 4,550 lb; mobile configuration at 3,080 lb; combined portal and truck weight at 16,060 lb.
- Each system must include an ambidextrous portal with a tether capable of connecting to either side and a minimum tether length of 75 feet.
- Must be capable of using shore power and include components for connection to shore power.
- Auxiliary heat must operate on both generator power and shore power.
- Each unit delivered should have an independent power source/generator capable of running for at least 24 hours without a cooldown period.
