AMENDMENT ONE: This Sources Sought Notice is amended to reflect a new responses due date of 09 January 2023.

AMDENDMENT TWO: Paragraph 3 of the Sources Sought notice is corrected to read "religious support services" instead of "medical air evacuation."

THIS IS A Sources Sought Notice ONLY. The U.S. Government desires to procure Religious Support Services. This requirement previously was offered and accepted into the 8(a) Business Development Program. Therefore, at this time, the U.S. Government is seeking qualified 8(a) program participants. We encourage all 8(a) participants to identify their capabilities in meeting the requirement at a fair market price.

This notice is issued solely for information and planning purposes it does not constitute a Request for Quote (RFQ), Invitation for Bid (IFB), Request for Proposal (RFP) or a promise to issue a RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought synopsis. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry (GPE). It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement.

BACKGROUND: A continuing need is anticipated for Religious Support Services which is currently being fulfilled through contract W911S2-18-D-6007. These services include, but are not limited to, religious education, music performance, piano tuning, and volunteer coordination. The current contract and previous contract were both awarded as 8(a) contracts. The current Contractor is not interested in providing services past the expiration of the current contract.

The anticipated NAICS code(s) is 813110, Religious Organizations, with a size standard of $11,500,000.00

A draft Performance Work Statement including a draft Performance Requirements Summary is provided for your better understanding of the Government's need.

PURPOSE OF THIS SOURCES SOUGHT: To request information on capabilities of potential offerors to provide the services described herein to determine if this will be set-aside.

Background
The U.S. Government desires to procure Religious Support Services at Fort Drum, NY. A continuing need is anticipated for these services, currently fulfilled under contract W911S2-18-D-6007. This requirement was previously offered and accepted into the SBA 8(a) Business Development Program.
Services include religious education, music performance, piano tuning, and volunteer coordination. The current contractor is not interested in extension past the expiration of the current contract.

Work Details
Contractor shall provide all resources, except Government Furnished Property, necessary to perform services as Catholic and Protestant Religious Education Coordinators; Catholic and Protestant Music Directors and Musicians; a Catholic Parish Coordinator; and a piano tuner/repairer for the Religious Services Office on Fort Drum, NY. The Contractor shall ensure compliance with the installation Environmental Policy and EMS, including sustainable acquisition requirements (ENERGY STAR®, water-efficient, bio-based, EPEAT®-registered, non-ozone depleting, recovered materials) for products delivered, acquired, or furnished. The Contractor shall take precautions for potential lead, cadmium, chromium, beryllium, and other toxic metals in painted surfaces and dust per OSHA and applicable regulations.
The Contractor shall submit timely reports and data, including contractor manpower reporting of all labor hours during each Government fiscal year. A Quality Control Plan shall be submitted within five calendar days of request, and an inspection system maintained. Government inspections and acceptance procedures apply, with rights to 100% inspections and remedies for non-conformance.
Actual performance begins after task order issuance; task orders may be issued monthly, quarterly, or yearly. The Contractor shall observe Federal Holidays and may observe other public or religious dates without relief from performance.
Minimum insurance coverage is required prior to beginning work, including state workers’ compensation, employer’s liability, general liability, and automobile liability. Performance Requirements Summary thresholds include presence at rehearsals/services, confidentiality, prior consent for photo use, adherence to Army Values, setup/cleanup of events, business casual attire, and notification of staff absences, with specified acceptable quality levels and disincentives for trends of unacceptable performance.

Period of Performance
Performance commences upon issuance of a task order and continues throughout the ordering period. Task orders may be issued on a monthly, quarterly, or yearly basis over the contract term.
