Description

The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) has a requirement
for the development of up to six antennas for the Relay Ground Station-Asia (RGS-A) to enable the
Space Systems Command (SSC) Next Generation Space Based Infrared Systems (SBIRS) Ground System
to operate the Legacy SBIRS Geosynchronous (GEO) space vehicles.
Under this procurement, the Government intends to acquire up to six antennas, ground terminal
equipment (GTE), and communications and networking equipment (CNE) for RGS-A to provide uplink and
downlink capability to the Legacy SBIRS GEO, Defense Support Program (DSP), Next Gen GEO, and Next
Generation Polar space vehicles. The RGS-A will provide connectivity between the satellites and end
users. The RGS-A will be located in Guam and will be located at an existing Government site.
This procurement will result in a single Indefinite Delivery, Indefinite Quantity (IDIQ), performance-based
contract with multiple pricing arrangements (Cost Plus Fixed Fee (CPFF), Cost, and Firm Fixed Price
(FFP)). The period of performance will be five years. Orders will be placed pursuant to the ordering
process at FAR 16.505(a). The North American Industry Classification Systems (NAICS) Code is 541330
Engineering Services ((Except (a) Military and Aerospace Equipment and Military Weapons)) and the
Small Business Size Standard is $41,500,000. Security classification will be Top Secret/Incidental
Sensitive Compartmented Information (TS/SCI) classification. This requirement is being competed on a
full and open basis. This is a new requirement.
This solicitation is a continuation of draft solicitation N66001-21-R-0168. The government responses to
all submitted questions were posted on 27 October 2021 under the original posting.
