Regulatory Writing Support National Organic Program

This acquisition is 100% set-aside for small businesses. The NOP requires the assistance of consultants with expertise in writing/editing, communications, training and education, and policy analysis to develop communications materials and conduct comment analyses for proposed rules and notices. The communications plans will consist of a variety of outreach, educational, training, and informative materials slide decks, OILC modules, roll out plans, briefing memos, etc. - that will support the roll out of organic regulations. These materials may also include implementation information, regulatory text side-by-sides, and fact sheets for complex rules, such as practice standards. The comment analyses will organize and present summaries of public comments on proposed rules, and NOP will use these analyses to inform the development of final rules. Development and implementation of federal regulations and communications with the public are subject to a range of legal and stylistic constraints. A consultant assisting in planning, development and implementation of the deliverables outlined below must have experience working within federal, preferably USDA, style guidelines and federal accessibility requirements.
