Background
The United States Department of State's Regional Procurement Support Office (RPSO) in Frankfurt is issuing this solicitation for Regional Switchboard Services to support U.S. embassies and consulates throughout Europe. The goal of the contract is to provide reliable switchboard services that ensure effective communication across multiple diplomatic posts.

Work Details
The contractor will be responsible for providing regional switchboard services, which include but are not limited to: handling incoming calls, directing calls to appropriate personnel, managing call volumes during emergencies, ensuring continuity of operations during personnel shortages, and implementing flexible work arrangements.

The contractor must submit a Comprehensive Plan of Action detailing their operational methodology and management approach to maintain service continuity. Additionally, the proposal must include a Quality Assurance Management Plan that outlines methods for monitoring operator performance and addressing performance deficiencies. The contractor is also expected to use AI tools for translation services and knowledge management, ensuring accuracy and oversight in their implementation.

Period of Performance
The contract will consist of one Base Year and two Option Years, with specific task orders issued under the awarded contracts based on the Government's requirements.

Place of Performance
Services may be performed in one or more countries or territories throughout Europe as proposed by the contractor.
