Regional Security Operation Services for Naval District Washington (NDW)   2

Background
The Naval District Washington (NDW) is seeking to provide guard and patrol services across various government facilities in Maryland, Virginia, and Washington, DC. This requirement is aimed at enhancing security operations for the Naval Support Activity and associated commands, including the Naval Sea Systems Command (NAVSEA) and the Naval Research Laboratory.

The contract will be a combination of Firm-Fixed-Price (FFP) and Indefinite Delivery-Indefinite Quantity (IDIQ), focusing on both recurring and non-recurring work items.

Work Details
The contractor shall provide labor, management, supervision, tools, materials, and equipment necessary to perform security operations services at the following locations:
1) NAVSEA at Washington Navy Yard, DC;
2) Strategic Systems Programs at Washington Navy Yard, DC;
3) Naval Support Facility Carderock in West Bethesda, MD;
4) Naval Support Facility in Arlington, VA;
5) Naval Support Activity Annapolis for NRL;
6) Chesapeake Bay Detachment in Chesapeake Beach, MD;
7) Naval Support Activity Bethesda.

The services include:
- Entry Control Point Services: Identification checks, commercial vehicle inspections, emergency ECP closure.
- Roving Guard Services: Perimeter patrols, interior patrols including building checks and escort services.
- Pass and ID Office Services: Issuing identification cards and temporary vehicle passes.
- Dispatching Services: Monitoring alarm systems and video surveillance.
- Training Services for personnel involved in security operations.

Additionally, the contractor must adhere to standards of conduct and personnel requirements including employment suitability and qualifications, psychological testing requirements, pre-employment medical examinations, physical fitness programs, uniform standards, grooming standards, security clearance requirements, random drug screening programs, and training requirements.

Period of Performance
The contract will have a base year followed by seven one-year option periods and one six-month optional extension. The total period of performance will not exceed 102 months.

Place of Performance
Services will be performed at various government facilities located in Maryland, Virginia, and Washington D.C., within a 100-mile radius of the Washington Navy Yard.
