Regional Port Operations (RPOC) Follow on Contract   3

Background
The Naval Supply Systems Command, Fleet Logistics Center Jacksonville, FL is issuing a solicitation for a Regional Port Operations Contract (RPOC) to provide comprehensive support services at multiple Naval Stations including NAS Pensacola, NSA Panama City, NSB Kings Bay, NAVSTA Mayport, NOTU Port Canaveral, NAS Jacksonville, and NAVSTA Key West.

The goal of this contract is to ensure effective maintenance, operations, logistics support, vessel maintenance and operation, equipment operation, regional maintenance services, repair and modification of vessels, dock master services, and oil spill response capabilities. This procurement is anticipated to result in a single source firm fixed price contract with a base period followed by four one-year options.

Work Details
The contractor will be responsible for:
- Providing tools and support equipment necessary for preventative, predictive and corrective tasks as outlined in the performance work statement.
- Supplying all personnel safety-related items such as life jackets and hard hats.
- Designating a Program Manager located at the Regional Boat Maintenance Center (RBMC) for oversight and guidance.
- Assigning Site Managers at various installations to manage operations effectively.
- Ensuring boat operators are qualified and adhere to U.S. Coast Guard regulations.
- Maintaining readiness of craft and crew to meet operational requirements.
- Conducting emergency contact availability 24/7 for urgent situations.
- Implementing a transition plan from 1 July 2023 through 30 September 2023 to ensure continuity of services with the incumbent service provider.
- Providing intermediate and depot level maintenance services including sandblasting, painting, carpentry repairs, welding, engine repairs, electrical repairs, non-destructive testing among others.
- Managing hazardous materials in compliance with regulations and maintaining safety programs.

Period of Performance
The contract includes a transition period from July 1, 2023 to September 30, 2023 followed by a base period from October 1, 2023 to September 30, 2024 with four additional one-year options extending through September 30, 2028.

Place of Performance
The contract will be performed at various locations including NAS Pensacola FL, NSA Panama City FL, NSB Kings Bay GA, NAVSTA Mayport FL, NOTU Port Canaveral FL, NAS Jacksonville FL and NAVSTA Key West FL.
