Background
The US Department of State (DoS), through the Bureau of International Narcotics and Law Enforcement Affairs (INL), is issuing this solicitation for the remodeling of the Regional Monitoring Center located in San Jose, Costa Rica.

The mission of this project is to assist host nations in constructing building infrastructure that enhances their capability to manage national security operations effectively. The goal of the contract is to provide construction services that meet the specified requirements and standards necessary for the successful completion of the project.

Work Details
The scope of work includes comprehensive remodeling tasks at the Regional Monitoring Center. Key construction tasks involve:
1. Site reconnaissance and assessment of existing conditions.
2. Ensuring compliance with safety requirements throughout the construction process.
3. Engaging qualified engineers for oversight and execution of renovation work.
4. Adhering to established construction standards as outlined in Section 9.
5. Delivering planning documents and deliverables as specified in Section 11.
6. Implementing an invoicing plan as described in Section 14, ensuring timely payments and financial accountability.
7. Addressing any potential program expansions as noted in Section 15.

The construction projects will be performed at the Regional Monitoring Center located in San Jose, Costa Rica.
