N44255-25-R-6000 Regional Job Order Contract (JOC) for General Construction. This solicitation is a 100% 8(a) set aside competitive procurement with the intent to award one Indefinite Delivery Indefinite Quantity (IDIQ) contract to the responsible offeror whose proposal, conforming to the Request for Proposal (RFP), will be most advantageous to the Government resulting in the best value offer using the LOWEST PRICE TECHNICALLY ACCEPTABLE (LPTA) source selection process, price and non-price factors considered in accordance with FAR 15.101-2. This procurement will provide for all labor, materials, equipment, supervision and other incidental work required to perform simultaneous non-complex minor construction, repairs, rehabilitations, demolitions or alteration at various installations and facilities in the Naval Facilities Engineering Systems Command (NAVFAC) Northwest Area of Responsibility. It has been determined that competition will be limited to 8(a) firms assigned NAICS code, 236220. All other 8(a) business development participants are deemed ineligible to submit offers. Background
The U.S. Army Corps of Engineers (USACE) is issuing this solicitation for a Regional Job Order Contract (JOC) for General Construction, specifically aimed at providing all necessary labor, materials, equipment, supervision, and incidental work required for minor construction tasks across various installations and facilities within the Naval Facilities Engineering Systems Command (NAVFAC) Northwest Area of Responsibility.

This contract is a 100% 8(a) set-aside competitive procurement intended to award one Indefinite Delivery Indefinite Quantity (IDIQ) contract to a responsible offeror whose proposal is most advantageous to the Government based on the LOWEST PRICE TECHNICALLY ACCEPTABLE (LPTA) source selection process. The goal of this contract is to facilitate timely and efficient construction services while ensuring compliance with safety and health regulations.

Work Details
The contractor will be responsible for executing various construction tasks including but not limited to: minor construction, repairs, rehabilitations, demolitions, and alterations at designated facilities. Key responsibilities include:

1. Designating a competent Site Safety and Health Officer (SSHO) who must have at least two years of experience in safety program implementation and relevant certifications such as 10-hour OSHA Construction Safety certification.
2. Preparing a Site Safety and Health Plan (SSHP) when site work falls under OSHA regulations.
3. Conducting ongoing evaluations of the Accident Prevention Plan (APP) throughout the project duration.
4. Submitting Activity Hazard Analyses (AHA) for major phases of work prior to commencement.
5. Conducting weekly safety meetings and documenting them.
6. Ensuring all heavy equipment used complies with safety standards and is inspected prior to use.
7. Reporting all work-related incidents immediately and conducting investigations as necessary.

Place of Performance
The construction projects will be performed at various installations and facilities within the NAVFAC Northwest Area of Responsibility.
