Regional HAZMAT IDIQ Contract

This is a combined synopsis/solicitation for Emergency Hazardous Materials (Hazmat) Release Response, Non-Cercla Site Investigation, Clean-up, Restoration, and Site Investigation and Clean-up of illegal Marijuana Grows. This commercial services requirement is prepared in accordance with the format in Subpart 12.603 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are requested and a written solicitation will not be issued. This solicitation is issued as a Request For Proposal (RFP), solicitation number AG-91S8-S-17-0001. The solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-91 effective 30 Sep 16. This action is set aside 100% for small businesses under NAICS 562910, Size Standard: $20.5M, 500 employees for Activity II and activity III, while activity I is full and open competition.

The Offerors shall carefully review the attached solicitation document for the requirements and submission information. The FAR provisions 52.212-1, 52.212-2, 52.212-3 and its addendums apply to this solicitation. Additionally, FAR clause 52.212-4, its addenda, and FAR clause 52.212-5 and any additional FAR clause cited within 52.212-5 apply to this solicitation.

The due date and time specified for receipt of offers is in the solicitation document. No offers shall be accepted by facsimile machine. Late proposals will be processed in accordance with FAR 52.212-1(f) "Late Submission, Modifications, Revisions, and Withdrawals of Proposals."

Questions/clarifications regarding the solicitation shall be submitted to Dindo Laxamana, Contract Specialist, dindolaxamana@fs.fed.us with courtesy copy to Al Belin, Contracting Officer, abelin@fs.fed.us no later than 14 days after the solicitation has been issued. Please ensure questions/clarifications are received before the suspense date. Questions/clarifications received after the suspense date will not be honored.

Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers.
