Background
This solicitation is for a firm fixed price Multiple-Award Construction/Design-Build Indefinite Delivery Indefinite Quantity (IDIQ) contract to support the U.S. General Services Administration’s Public Buildings Service, Greater Southwest Region 7 Acquisition Management Division.
The goal is to establish multiple awardees capable of executing design-build and construction projects to maintain, renovate, alter, and repair Federal facilities.

Work Details
The contract encompasses design-build and general construction services including new construction, renovation, alteration, repair, and improvement of Federal buildings and associated site work.
Typical tasks may involve architectural and engineering design, structural modifications, mechanical, electrical and plumbing systems installation and upgrades, interior fit-outs, exterior envelope repairs, accessibility and code compliance upgrades, and related construction trades.
Each individual delivery order will define specific scopes of work.

Period of Performance
Five-year ordering period commencing on contract award date.
Individual task orders will specify the start date (within a set number of calendar days after Notice to Proceed) and a completion period measured in calendar days thereafter.

Place of Performance
Primary contract area includes Texas, Arkansas, Louisiana, Oklahoma, and New Mexico. On an occasional basis, work may be assigned in other locations within the continental United States (CONUS).

Bidder Requirements
Offerors must submit sealed proposals per SF-1442, furnish performance and payment bonds as required, and complete GSA Form 527.
Registration for the virtual Pre-Proposal Conference by 3:00 PM CT on September 1 is mandatory.
Offerors should possess applicable contractor licenses, demonstrate relevant design-build experience, and comply with GSA bonding and insurance requirements.

This Solicitation sets forth requirements for proposals for a firm fixed price Multiple-Award Construction/Design-Build Indefinite Delivery Indefinite Quantity (IDIQ) contract to support GSA's Public Buildings Service (PBS), Greater Southwest Region 7, Acquisition Management Division as described in the Solicitation Documents.

The Primary Contract Area of performance for Region 7 includes Texas, Arkansas, Louisiana, Oklahoma, and New Mexico. On an occasional basis, work may also include locations in a Secondary Contract Area. The Secondary Contract areas consist of the remainder of the continental United States (CONUS).
