The purpose of this amendment is to provide a response to an offeror question sent in a result of the Department's responses to questions submitted during the question and answer period. At this time the question and answer period has ended and no addtional questions will be answered. Please see the question and response below:

Question: Shall we use APA 7 ONLY for citations? Or, should the entire proposal align with APA 7? The style guide is attached to the solicitation, which made us think we needed to use it for the proposal. May we use the style guide if we like and just use APA 7 for the citations?

Department's Response: Offerors can use any style in their proposal, for both the citations and the narrative text. IES does not prefer any specific style. The REL Style Guide was provided in the solicitation to give offerors an idea of the expectations for REL research reports that will be produced under Task 5.

Background
The U.S. Department of Education intends to award one 60-month contract to a qualified entity to serve as the Regional Educational Laboratory Southwest (REL SW). The purpose of each REL is to assist practitioners and policymakers in their work to improve outcomes for learners in its region from early childhood to adulthood by supporting stakeholders in the generation and use of research, evidence, and evidence-based practices. The REL Program is administered by the National Center for Education Evaluation and Regional Assistance (NCEE) at the Institute of Education Sciences (IES) in the US Department of Education.

Work Details
The contractor shall furnish all personnel, materials, services, and facilities necessary to perform the requirements set forth in the Statement of Work. The REL Program focuses on conducting applied research and development, designing and implementing training, coaching, and technical support activities that emphasize building capacity to use data and information to drive change, and disseminating scientifically valid research, evidence-based practices, and supporting materials that allow stakeholders to apply this knowledge to their own practice. The REL Program emphasizes working in partnership with key stakeholder groups such as state education agencies, local education agencies, state and local school boards, institutes of higher education, schools funded by the Bureau of Indian Affairs, as well as student, parent, and community organizations.

Period of Performance
The period of performance shall be from November 30, 2022 to November 29, 2027.
