Background
The Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic Division is issuing a Request for Proposal (RFP) for Regional Diving Services at various locations including the Sewell's Point Area of the Naval Base Complex in Norfolk, Virginia, the Lamberts Point Area of the Elizabeth River, Yorktown, Cheatham Annex, and the Norfolk Naval Shipyard in Portsmouth, Virginia.

The goal of this contract is to provide comprehensive diving services to support naval operations and maintenance activities within these areas.

Work Details
The contractor will be responsible for providing all labor, management, supervision, tools, materials, equipment, and other necessary items to perform regional diving services. Specific tasks include:
- Conducting underwater inspections and maintenance.
- Performing salvage operations as required.
- Executing underwater construction tasks.
- Providing emergency response diving services.
- Ensuring compliance with safety regulations and standards during all operations.
- Submitting monthly reports detailing work performed and any issues encountered.

Period of Performance
The contract will be performed over a base year with four optional renewal years, allowing for a total performance period of up to five years.

Place of Performance
The services will be performed at multiple locations including the Sewell's Point Area of the Naval Base Complex in Norfolk, Virginia; the Lamberts Point Area of the Elizabeth River; Yorktown; Cheatham Annex; and the Norfolk Naval Shipyard in Portsmouth, Virginia.
