INSTRUCTIONS TO OFFERORS REQUEST FOR QUOTE: REGION 4 - OFFICE RELOCATION SERVICES ISSUE DATE: March 29, 2021 CLOSING DATE/TIME: April 19, 2021 at 3:00pm EASTERN TIME This is a Request for Quotation (RFQ) under Federal Acquisition Regulation (FAR) 8.405-3 for the establishment of Blanket Purchase Agreements (BPAs) for the General Services Administrative in Region 4. This RFQ is being issued only via GSA eBuy under RFQ#1479541 and referencing Solicitation # 47PE1921Q0009 in accordance with FAR 8.405-(3)(b)(2)(ii) to afford all MULTIPLE AWARD SCHEDULE CONTRACTORS FOR OFFICE RELOCATION AND RECONFIGURATION) under Special Item Number (SIN) 541614OR an opportunity to respond this RFQ#1479541 and Solicitation# 47PE1921Q0009 . 1) FAR 52.216-1 TYPE OF CONTRACT (APR 1984) The Government contemplates award of (4) Firm Fixed Price Blanket Purchase Agreements resulting from this solicitation. 2) CONTRACT VEHICLE: Blanket Purchase Agreement 3) ISSUING OFFICE: GSA Region 4, Southeast Sunbelt Region Acquisition Services Division Program Support Branch(4PQP) Atlanta, Georgia 30303 4) SET-ASIDE: This procurement is set-aside 100% Total Small Business under NAICS Code 484210 with a size standard of $30 Million. Wage Determination No.: Various counties for the states of Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, and Tennessee. 5) PLACE OF PERFORMANCE Various counties for the states of Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, and Tennessee. 6) PERIOD OF PERFORMANCE The resulting award period of performance is a based period of 12 months with four (4) 12 months option periods unless the period is extended by modification. Option periods are subject to availability of funds and may be unilaterally exercised by the Government. (Dates subject to changes based on award) Base Period: June 1, 2021 through May 31, 2022 Option Period I: June 1, 2022 through May 31, 2023 Option Period II: June 1, 2023 through May 31, 2024 Option Period III: June 1, 2024 through May 31, 2025 Option Period IV: June 1, 2025 through May 31, 2026 7) REQUIREMENT DESCRIPTION: The contractor shall: A. Provide commercial office relocation services by providing all supervision, labor, materials, and equipment necessary to accomplish the work. B. Furnish all vehicles, insurance, fuel, driver, supervision, maintenance, equipment, travel/per diem, and operating supplies/services, and perform all services necessary to provide office relocation services for ordering agencies C. Ensure that its firm and staff maintain any generally required professional certification, accreditation, license, and proficiency relative to their area of expertise. The contractor shall retain documentation of such records. The Government will not pay for expenses to meet this requirement. D. The contractor shall furnish and maintain, in a fully functional manner, a mobile cellular communication system. This telephone system shall be used by the contractor's on-site supervisors to instantly communicate with the Project Manager, COR, and other parties 24 hours a day, 7 days per week. Mobile telephone numbers shall be provided to the COR five days after award. The quoter will immediately notify the CO of any changes in any of these telephone numbers. E. WORK REQUIREMENT A. Zones Zone 1: Kentucky and Tennessee Counties: All counties within the 2 states Zone 2: North Carolina and South Carolina Counties: All counties within the 2 states Zone 3: Georgia and Alabama Counties: All counties within the 2 states Zone 4: Florida and Mississippi Counties: All counties within the 2 states 8) QUOTE INSTRUCTIONS: 1. OFFEROR SHALL PROVIDE A QUOTE FOR ONE LUMP SUM PRICE. 2. ALL QUOTES SHOULD BE SUBMITTED ON STANDARD FORM 1449 and PRICING SHEETS FOR ZONE(S) OF INTEREST. a) Submission of Quotation Documents: Electronic submission only via r4officerelocationbpa@gsa.gov inbox. 1) Your proposal must be submitted in two separate attachments to r4officerelocationbpa@gsa.gov inbox on or before 3:00 pm, April 19, 2021. 2) The subject heading for attachments should read as follows: I. RFQ NO. 1479541, PRICE PROPOSAL - The Offeror shall provide a payment schedule for each fixed price contract line-item number (CLIN) on the attached pricing sheet for zone(s) of interest, to include pricing for all option years. II. RFQ NO. 1479541, TECHNICAL PROPOSAL - Contents of Technical Proposal: 1) QUALITY CONTROL PLAN 2) STAFFING PROJECT MANAGER 3) SUBCONTRACTOR MANAGEMENT 4) TOTAL EVALUATED PRICE: 5) PAST PERFORMANCE 9) BASIS OF AWARD: EVALUATIONCOMMERCIAL ITEMS (OCT 2014) (a) The Government anticipates awarding at lease four (4) contracts as a result of this solicitation to the responsible offeror(s) whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Quality Control Plan 2. Staffing Project Manager 3. Subcontractor Management 4. Past Performance 5. Price b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
