Background
The purpose of Solicitation W15QKN-24-Q-5078 is to procure Refuse Services in support of the 99th Readiness Division. The services will be performed at the PFC Anthony F. Eafrati USARC located at 1000 Front Street, Weirton, WV 26062-4297.

The goal of this contract is to ensure a clean and environmentally safe workplace free of debris and pests, aligning with the mission of the agency.

Work Details
The contractor shall provide all personnel, supplies, supervision, tools, materials, equipment, transportation, fuel, and other items necessary to deliver refuse collection and recycling services as outlined in the Performance Work Statement (PWS). The contractor must adhere to all local, state, and federal regulations while performing these services.

Key tasks include:
1. Refuse collection and recycling services on all contractor-provided containers as detailed in the site plan.
2. Maintain effective quality control to ensure compliance with contract requirements.
3. Implement a Quality Assurance Surveillance Plan (QASP) to evaluate performance against established standards.
4. Conduct operations between 8:00 AM to 4:30 PM, Monday through Friday, excluding Federal Holidays or when the facility is closed due to emergencies or administrative reasons.

Period of Performance
The period of performance for this contract includes a 12-month base period followed by four additional 12-month option periods.
