Background
This Request for Quotation (RFQ) is issued to establish a Firm Fixed Price purchase order for Refuse Collection Service at DLA Distribution San Joaquin, CA. The Government intends to award one contract as a result of this RFQ. This acquisition is not a Defense Priorities and Allocations System (DPAS) rated procurement. The solicitation is being conducted as Full and Open Competition.

Work Details
The contractor will provide refuse collection services at DLA Distribution San Joaquin (DDJC). The contractor must establish and maintain a complete Commercial Quality Control Plan to ensure compliance with contract requirements, including an inspection system covering refuse collection and disposal services. The plan must ensure quality service levels are maintained throughout the contract period.

The contractor is responsible for maintaining records of all inspections and any corrective actions taken, which will be the property of the Government and made available during the contract term. Quality assurance functions will be performed by the Contracting Officer's Representative (COR), who will review contractor performance. The Contract Manager may need to attend initial quality meetings with the COR, with written minutes prepared by the Government. Discrepancies noted by the COR will require corrective action from the contractor.
