Refuse Collection & Recycling Services - Johnstown, PA (PA051/052/053)

Background
The U.S. Army Contracting Command – New Jersey is seeking potential sources for refuse collection and recycling services for the 99th Readiness Division in Johnstown, PA. The goal of this contract is to ensure a clean, environmentally safe workplace free of debris and pests, aligning with the agency's mission to maintain operational readiness and safety.

Work Details
The contractor shall provide all personnel, supplies, supervision, tools, materials, equipment, transportation, fuel, and other items necessary to perform refuse collection and recycling services as outlined in the Performance Work Statement (PWS). Services include:
- Collection and disposal of refuse from contractor-provided containers as detailed in the site plan.
- Recycling pickup and disposal.
- Maintenance of equipment including transfer vehicles and containers/bins/totes.
- Adherence to local, state, and federal regulations regarding waste management.
- Implementation of effective quality control measures to ensure compliance with contract standards.
- Evaluation of performance through a Quality Assurance Surveillance Plan (QASP) that includes regular inspections and documentation of service quality.

Bidder Requirements
