Refuse Collection & Recycling Services - Johnstown, PA (PA051/052/053)   2

Background
The U.S. Army Contracting Command – New Jersey is seeking potential sources for Refuse Collection and Recycling Services for the 99th Readiness Division located in Johnstown, PA. The goal of this contract is to ensure a clean and environmentally safe workplace free of debris and pests, supporting the mission of the 99th Readiness Division.

Work Details
The contractor shall provide all personnel, supplies, supervision, tools, materials, equipment, transportation, fuel, and other items necessary to perform refuse collection and recycling services as outlined in the Performance Work Statement (PWS). Services include:
1. Refuse Pickup & Disposal
2. Recycling Pickup & Disposal
3. Wood Container Disposal
4. Metal Container Disposal
5. Equipment Maintenance for Transfer Vehicles
6. Equipment Maintenance for Containers/Bins/Totes.

The contractor must maintain effective quality control to ensure compliance with contract standards and local, state, and federal regulations. Quality assurance will be evaluated through a Quality Assurance Surveillance Plan (QASP) that defines performance standards and inspection frequencies.

Period of Performance
The period of performance shall be for one 12-month base year with four additional 12-month option years.

Place of Performance
The work will be performed at multiple locations in Johnstown, PA including:
- Johnstown Aviation Support Facility (195 Aviation Drive, 214 Aviation Drive, 292 Aviation Drive, 288 Aviation Drive, 284 Aviation Drive, 471 Airport Road)
- Johnstown USARC #2 (1300 Saint Clair Rd)
- John P. Murtha Memorial USARC (295 Goucher Street).
