REFUSE AND RECYCLING SERVICES - Middletown, CT (CT019)   3

Background
The Army Contracting Command-NJ is seeking to fulfill a potential requirement for refuse and recycling services at the MG Maurice Rose AFRC located in Middletown, CT. The goal of this contract is to ensure a clean and environmentally safe workplace free of debris and pests, supporting the mission of the 99th Readiness Division (RD). This is a non-personal services contract, meaning that the contractor will not be under direct supervision by the government.

Work Details
The contractor shall provide all personnel, supplies, supervision, tools, materials, equipment, transportation, fuel, and other items necessary to deliver refuse collection and recycling services as outlined in the Performance Work Statement (PWS). Key tasks include:

1. Collection of solid waste from contractor-provided containers as detailed in the site plan.
2. Maintenance of containers and collection areas to ensure cleanliness and compliance with local regulations.
3. Processing recyclable materials by transporting them to a licensed off-site recycling center.
4. Disposal of refuse at a licensed off-site disposal center while adhering to all applicable laws.
5. Provision of six 8-cubic yard dumpsters (four for refuse and two for recyclables) serviced twice weekly.
6. Provision of three 15-yard roll-off containers as needed for wood and metal disposal with pickups up to four times a year.
7. Immediate cleanup of any spills or debris during servicing of containers.
8. Submission of monthly invoices to the Regional Facilities Operational Specialist (RFOS)/Contracting Officer Representative (COR).
9. Compliance with safety regulations and maintenance of a safe working environment.

Period of Performance
The period of performance shall be for one 12-month base year with four 12-month option years.
