Refrigeration Maintenance and Repair Northern Europe

Background
The Defense Commissary Agency (DeCA) is seeking a qualified service provider specializing in commercial and industrial refrigeration systems to perform maintenance, repair, or system replacement for commissaries located in Germany, Belgium, and the Netherlands.

The agency's mission is to provide routine and mission-critical supermarket resources to support military personnel and their families worldwide. This contract aims to ensure optimal performance of refrigeration systems, preventing costly downtime and product loss by requiring that over 51% of the contractor's annual receipts be from commercial or industrial refrigeration services.

Work Details
The contractor will be responsible for all commercial refrigeration systems and equipment at 18 facilities, including 15 commissaries, 1 Headquarters (HQ), 1 Kaiserslautern Cold Storage (KCS), and 1 Ramstein Central Meat Processing Plant (CMPP).

Services include:
- Inspecting, maintaining, repairing, and replacing refrigeration systems to ensure they operate properly year-round;
- Utilizing experienced personnel to minimize emergency repairs;
- Adhering to established commercial standards and host nation regulations;
- Providing a proactive maintenance regimen;
- Ensuring energy efficiency and cost-effectiveness in operations.

The contractor must also provide professional certifications demonstrating staff qualifications in commercial refrigeration maintenance.

Period of Performance
Initial performance period of 6 months with the possibility of extension up to 12 months.

Place of Performance
The services will be performed at various locations in Germany (Bavaria, Rheinland-Pfalz, Hessen, Baden-Wurttemberg), Brunssum in the Netherlands, and Chèvres in Belgium.
