Description

The U.S. Army Corps of Engineers, Mobile District (SAM) intends to place a brand name specification into solicitation W9127823R0130 in accordance with FAR 6.302. Interested persons may identify their capability to respond to the requirement. This notice is not a request for competitive proposals; however, all information received within 15 days after publication of this synopsis will be considered by the Government. A determination by the Government not to include this proposed brand name specification based upon responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers, Directorate of Contracting, is conducting a market survey to identify sources for Schweitzer Engineering Laboratories (SEL) substation relay and control equipment.

The U.S. Army Corps of Engineers, Mobile District, anticipates a future procurement for the Redstone Infrastructure Project located at Redstone Arsenal, AL. The project includes a 161kV transmission line and a new Distribution Substation.

The Schweitzer Engineering Laboratories (SEL) equipment for the substation work includes Protection Relays, Transceivers, GPS clocks, Ethernet Switches, Discrete Programmable Automation Controllers (DPAC), Real-Time Automation Controllers (RTAC), Power Quality and Revenue Meter, Capacitor Bank Controller, and Integrated Communications Optical Network (ICON). Application of SEL equipment is essential to meeting Government's requirements, thereby precluding consideration of another product. There are 23 existing substations on Redstone Arsenal that all use SEL equipment. The SEL equipment is required to maintain compatibility and maintainability within the existing power grid system. SEL equipment is required for this project to integrate the expansion the new Distribution Substation into the existing electrical SCADA system. It would be detrimental to Redstone Arsenal's power system and jeopardize the system's ability to operate if SEL equipment is not installed.

This request is not a request to be placed on a solicitation mailing list. It is for information only and is not a request for proposal (RFP) or announcement of a solicitation. The purpose of this Notice of Intent (NOI) is to obtain sources for the SEL equipment to meet the above requirements. If no other sources exist that can meet these requirements, then it is the Government's intent to specify the Schweitzer Engineering Laboratories Brand Name for development of the substation design for use in the Redstone Infrastructure Project solicitation. Firms interested in being considered shall provide manufacturer's name, product data, and written statement of compliance with stated requirements. The written statement of compliance shall include necessary backup design information and supporting documentation. A list of projects in which the equipment has met similar requirements for similar applications shall be provided. The list shall include the exact location of project(s) and a point of contact with phone numbers. The Government will not pay for any material provided in response to this notice nor return the data provided. Responses should be emailed to the contacts identified in SAM.gov no later than 5:00 PM CDT, 29 August 2023. No other forms of transmission are requested or will be accepted.
