Redacted Justification - West Point Land Mobile Radio (LMR) System   2

Background
The Army Contracting Command — Aberdeen Proving Ground (ACC-APG) is issuing a sole source contract to Motorola Solutions, Inc. for the modernization of the Land Mobile Radio (LMR) system at West Point.

The Product Director Base Emergency Communications System (PD BECS) oversees this procurement, which aims to enhance public safety and base operations at U.S. Army Installations worldwide. The current LMR equipment is nearing end-of-life, necessitating an upgrade to improve interoperability and system performance for emergency responders.

Work Details
The contract will provide a stand-alone LMR system integrated with the ACE LMR system architecture. Key components include:
- Subscriber devices: portable, mobile, and desktop radios.
- System infrastructure: towers, repeaters, antennas, dispatch consoles, management terminals, logging recorders.
- Services: project management, systems engineering, site preparation, equipment installation and optimization, security implementation, acceptance testing, training, and maintenance support.

The modernization will ensure interoperability with four existing Base Emergency Communications System capabilities: Computer Aided Dispatch, Enterprise Mass Warning and Notification, Next Generation 911, and First Responder Broadband Network.

Period of Performance
The contract will have a twenty-four (24) month base period with no option years.
