Background
The Product Director Base Emergency Communications System (PD BECS) is responsible for the acquisition, management, and delivery of non-tactical Land Mobile Radio (LMR) systems used for public safety and base operations at United States Army Installations/Depots/Activities (I/D/As) worldwide.

This justification is for a sole source award to Motorola Solutions, Inc. (MSI) to modernize the current LMR system at Fort Gregg-Adams. The existing LMR equipment is nearing end-of-life and requires an upgrade to improve interoperability and system performance. The modernization effort aims to integrate with the ACE LMR system architecture, ensuring that emergency first responders have reliable communication capabilities.

Work Details
The contract will involve providing a turnkey LMR system that includes:
- Subscriber devices: portable, mobile, and desktop radios.
- System infrastructure: towers, repeaters, antennas, dispatch consoles, management terminals, logging recorders.
- Services: project management, systems engineering, site preparation, equipment installation and optimization, security implementation, acceptance testing, training, and maintenance support.

Specific requirements include ensuring interoperability with other Base Emergency Communications System (BECS) capabilities such as Computer Aided Dispatch, Enterprise Mass Warning and Notification, Next Generation 911, and First Responder Broadband Network. The contract will obligate FY25 Other Procurement Army (OPA) dollars for a twenty-four (24) month base period with no option years.
