Background
The Defense Logistics Agency (DLA) Energy, a component of DLA, is the contracting activity responsible for this action. The purpose of this justification is to renew DLA Energy’s online subscription to the Oil Price Information Service (OPIS), which provides essential fuel pricing data used to adjust contract prices in various DLA Energy contracts including Bulk Fuel, Bunkers, Into-Plane, and PC&S contracts.

This renewal is necessary for maintaining access to critical pricing information that supports DLA Energy's operations.

Work Details
The contract involves the purchase of a subscription/publication with OPIS that includes access to multiple services: OPIS Ethanol and Biodiesel Information Service, OPIS Biofuels Daily Report, OPIS Time Series Rack Subscription, OPIS Time Series - Refined Spots Subscription, OPIS West Coast Spot Report, OPIS East of the Rockies Refined Spot Report, OPIS Jet Fuel Report, OPIS Jet Contract Report, OPIS Wholesale Rack Report – Both, OPIS Biodiesel Rack Report, and OPIS Intraday Alerts.

The subscription provides at least twelve months of data covering dozens of cities and includes historical pricing databases necessary for escalator clauses in DLA Energy contracts. The Time Series databases are crucial for market research and price analysis. OPIS is identified as the only source providing this type of subscription due to its proprietary nature.

Period of Performance
The resultant contract will cover a twelve-month period from July 1, 2025, through June 30, 2026.

Place of Performance
The services will be utilized by DLA Energy at their operational locations.
