Background
The proposed action is a modification of the existing GCDS II OS 2200 Capacity Services contract to increase the contract ceiling in accordance with the latest Independent Government Cost Estimate. The contract is a firm-fixed price usage award and will continue to provide GCDS II Capacity Services to the Defense Information Systems Agency Hosting and Compute Center.

This acquisition aims to meet current and future Department of Defense (DoD) customer requirements for reliable, responsive, and cost-effective global content delivery services.

Work Details
The contractor is required to provide and manage a complete global Content Delivery Network (CDN), which includes:
- Setting up and maintaining all necessary equipment (servers, storage, etc.) and software;
- Providing technical support;
- Ensuring system availability of 99.95% uptime or better;
- Procuring, installing, configuring, maintaining, and disposing of all necessary hardware and software;
- Providing all technical personnel;
- Offering data replication services;
- Managing hardware/software upgrades and replacements.

The scope covers worldwide operations including CONUS, OCONUS, and tactical locations such as Navy vessels. Additionally, the contractor must provide full Network Operations Command Center capability and support for all service offerings.

Bidder Requirements
The contractor must be capable of furnishing additional capacity on the existing GCDS II platform without redesigning or replacing the service. The incumbent contractor, Peraton, through its subcontractor Akamai, is identified as the only responsible source that can meet these requirements due to its proprietary technology and existing operational integration with DoD networks.
