Background
Brooke Army Medical Center Department of Pathology and Area Laboratory Services (DPALS) requests a modification to the existing IDIQ contract W81K00-23-D-0009 with South Texas Blood and Tissue Center (STBTC) to realign blood product quantities based on changing patient population requirements and consolidate all specialty products, testing, and services under one CLIN to accommodate unforeseen unique patient needs. The contract supports BAMC’s Level I trauma mission, hematology/oncology patients, and inpatient care requirements.

Work Details
The modification adds 72 separate special handling, products, services, and testing requirements under one CLIN for a total cost of $2,245,775.00. Blood products and components include whole blood, single donor plasma, cryoprecipitate, platelet concentrate and other related products.
Depending on patient needs, additional testing or modification may be required, including rare antigen typing, sickle cell screening, HLA typing, RBC genotyping, component washing, irradiation, and product splitting. These products are used to treat acute hemorrhage in trauma and surgical patients, prevent coagulopathy in oncology patients, and enable disease management through therapeutic plasma and red blood cell exchange.

Bidder Requirements
Offeror must be the FDA-approved blood product distributor with collection capacity to meet BAMC’s inventory requirements and be able to deliver STAT orders within 90 minutes, ASAP orders within 4 hours, routine orders within 24 hours. Only South Texas Blood and Tissue Center in the San Antonio area meets these requirements.
